Not much is initially known about Boostrap, save for the stories others have told about him. His real name was William Turner, and he was part of Jack's crew back when he was captain of the Pearl. According to Jack, he was both a good man, and a good pirate.
Bootstrap was the only one who felt the mutiny of Captain Jack was wrong, and so to avenge him, Bootstrap sent off a piece of the cursed treasure to his son, Will Turner Jr., in the hopes that the crew would never be able to reunite all the medallions in order to lift the curse. But Bootstrap's actions did not go unpunished. When Barbossa found out, he starpped a cannon to his bootstraps, and threw him overboard.
Because of the curse, he was forced to remain in a watery grave, but never die. He bargained with Davy Jones for freedom from his trap in exchange for his soul for 100 years.
His love for his son remains strong, and he does not want the same life of piracy for Will as he had for himself. He care's about his son's well being so much, that he is will to spend an eternity with Davy Jones rather than let him have his son's soul.
Bootstrap Bill Highlights
Jack: What's your name? Will: Will Turner.
Jack: That will be short for William, I imagine. Good, strong name. No doubt, named for your father, aye?
Will: My father, Will Turner. And in jail it was only after you learned my name that you agreed to help. Since that's what I wanted, I didn't press the matter. I'm not a simpleton, Jack. You knew my father.
Jack: I knew 'im. Probably one the few who knew him as William Turner, everyone else just called him Bootstrap or Bootstrap Bill.
Will: Bootstrap?
Jack: Good man, good pirate. I swear you look just like him.
Will: It's not true, he was a merchant sailor; a good, respectable man who obeyed the law.
Jack: He was a bloody pirate, a scallywag!
Will: You knew William Turner?
Pintel: Ol' Bootstrap Bill... we knew him. Never sat well with Bootstrap what we did to Jack Sparrow, the mutiny and all. He said it wasn't right with the code, that's why he sent off a piece of the treasure to you as it were. He said we deserved to be cursed... and remain cursed.
Ragetti: Stupid blighter.
Gibbs: Good man.
Pintel: But as you can imagine that didn't sit too well with the Captain.
Ragetti: That didn't sit too well with the Captain, at all. Tell him what Barbossa did.
Pintel: I'm telling the story! So, what the Captain did, he strapped a cannon to Bootstraps' bootstraps.
Ragetti: Bootstraps' bootstraps...
Pintel: The last we saw of ol' Bill Turner , he was sinking to the crushing black oblivion of Davy Jones' Locker. 'Course it was only after that we learned we needed his blood to lift the curse.
Ragetti: That's what you call ironic.
Will: My name is Will Turner. My father was Bootstrap Bill Turner. His blood runs in my veins.
Ragetti: He's a spitting image of ol' Bootstrap Bill come back to haunt us!
Jack: Let's just say it's a matter of leverage, aye?
Gibbs: The kid?
Jack: That is the child of Bootstrap Bill Turner. His only child, savvy?
